In the last days of July 2025, two Canadian provinces held provincial nomination draws for specific workers in the region. The first was in Alberta on July 25, through the Alberta Express Entry Stream of the Alberta Advantage Immigration Program (AAIP), and the second was Newfoundland and Labrador on July 29, through the Provincial Nominee (NLPNP) and Atlantic (AIP) programs. 

In this blog, I will expand on the Alberta and Newfoundland and Labrador sweepstakes and explain what their provincial nomination programs are all about. So, if you are dreaming of permanent residency in Canada this year, read with me to the end and assess if your profile matches the Alberta and Newfoundland and Labrador immigration programs. Last provincial drawings for July 2025

Province of Alberta 

The Alberta Advantage Immigration Program (AAIP) issued 39 invitations to construction workers with a valid Express Entry profile to apply for provincial nomination. 

Successful candidates had a minimum score of 66 and their primary occupation had to be in the construction sector, one of Alberta's priority areas.

This province has 1741 nomination slots available for the remainder of the year. AAIP prioritizes in-demand sectors such as construction, agriculture, aviation and health care to address labor shortages. 

Province of Newfoundland and Labrador

On July 29, Newfoundland and Labrador held its sixth provincial immigration draw of the year, issuing a total of 150 invitations to candidates in the Provincial Nominee (NLPNP) and Atlantic (AIP) programs. 

Specifically, 100 ITAs were issued for the NLPNP and 50 ITAs for the AIP . Of the total quota allocation for the region's 2025 Provincial Nominee Program, 555 quotas remain available, as of the date of publication of this article. 

What are the AAIP, NLPNP and AIP programs and how can they be applied?

If you are planning to apply for an invitation to permanent residency in one of these two provinces, you should know important facts about each program:

Alberta Advantage Program (AAIP) 

The Alberta Advantage Program (AAIP) is administered by the governments of Alberta and Canada, so it is aligned with Express Entry. Canadian Immigration handles applications for permanent residence and the Canadian government also makes the final decisions on these applications.

Upon being nominated through AAIP, the worker may apply for permanent resident status along with his or her spouse or domestic partner and dependent children.

How to apply to the Alberta Express Entry Stream program

To be considered in the Alberta Express Entry Stream draws, you must meet the following requirements:

  1. Have an active and valid profile in the federal system of Express Entry.
  2. Have a main occupation in the construction sector, which is one of the priority areas for the province.
  3. If you have an offer of employment, it must also be in a skilled occupation within the construction sector in Alberta.

Once the Invitation to Apply (ITA) is received from the province, the next step is to apply for permanent residence with Immigration, Refugees and Citizenship Canada (IRCC).

Newfoundland and Labrador Provincial Nominee Program 

The NLPNP is the province's premier provincial nomination program. Its goal is to attract and retain skilled workers, international graduates and entrepreneurs who can meet the needs of the labor market and wish to live permanently in the province.

This program has several "streams" designed for different profiles, such as:

  • Qualified workers with work experience and an offer of employment in the province.
  • International graduates from a post-secondary institution in Newfoundland and Labrador who have a job offer.
  • International entrepreneurs who wish to start or buy a business in the province.

Recently, the NLPNP changed its system to the Expression of Interest (EOI), which consists of the candidate presenting his profile to the province to express his interest in living there and then the province, if it considers it, invites him to apply according to its needs.

Atlantic Immigration Program (AIP)

The AIP is a federal and provincial program, which seeks to accelerate the immigration of international skilled workers and graduates for the four Atlantic provinces (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador).

The AIP is focused on collaboration with employers. To qualify, the candidate must have a job offer from a designated employer in the region. In turn, employers are central to the process, as they help the worker and his or her family settle in the province through a "settlement plan".

The AIP is a fast track to permanent residency and does not require a Labor Market Impact Assessment Certificate (LMIA), which is a great advantage for employers who need to fill their vacancies quickly with foreign labor.

Steps to apply for the Newfoundland and Labrador Nomination Programs

  1. File an Expression of Interest (EOI) with the provincial Office of Immigration and Multiculturalism (OIM). This system is new and replaces the old "first come, first served" method.
  2. Tailor your profile to the needs of the province and note that the IOM reviews EOI profiles to identify candidates who best match the current priorities of the Newfoundland and Labrador labour market.
  3. Prioritize in-demand occupations in sectors such as:
  • Health care
  • Information and communication technologies
  • Aquaculture
  1. Wait for an Invitation to Apply (ITA) and, once you receive it, proceed with your formal application to the program if you receive this invitation.

Upon receipt of the ITA, you may proceed with the completed application for provincial nomination.

Permanent residency opportunities

Provincial programs such as Alberta Express Entry and Newfoundland and Labrador's NLPNP are good options for obtaining permanent residency, and have a huge advantage with the additional 600 points on your Express Entry profile, this almost completely ensures that you will receive an Invitation to Apply (ITA), and is a valuable step in continuing your process.

These two programs are made for foreigners who fit the professional profile of builders and health in Alberta or aquaculturists and technologists in Newfoundland and Labrador.
