On January 28, the province of British Columbia issued at least two invitations to apply for permanent residency to foreign entrepreneurs wishing to start a business in the province. The modalities were Grassroots and Regional Entrepreneur, and candidates required a minimum score of 123 to be invited.

Manitoba also started the year by sending out more invitations for permanent residency nominations. Both provinces made the invitations under economic flows for confirmed employment, education or desire to undertake and open a business in the province.

British Columbia Provincial Nominee Programs (PNP BC)

The British Columbia Provincial Nominee Program (BC PNP) allows for the selection of immigrants who meet the province's economic requirements to fill critical jobs as well as undertake business ventures of interest to the region. Nominated candidates can apply to the federal government for permanent residency and settle in the province to work and live.

Immigration Modalities: Basic and Regional Entrepreneur

In British Columbia, there are three options to immigrate: the Skills Immigration Stream; Express Entry and Business Immigration. For this article, we will focus on the entrepreneurial stream. Entrepreneurial immigration in this province are those experienced entrepreneurs with intentions to lay the foundation and manage a new business that will support the economic growth of the region. 

Basic entrepreneur

This stream is designed to attract entrepreneurs to the province eligible on the basis of having a personal net worth of at least CAD 600,000, with experience in business and/or business management, or having the equivalent of a 2-year post-secondary diploma, proficiency in English or French (CLB 4 or higher), as well as business, labor and investment requirements.

If the applicant meets the minimum requirements, he/she will be placed in the pool of qualified candidates until he/she receives an invitation to apply. 

Regional entrepreneur

The regional stream is designed for the immigration of entrepreneurs who wish to establish a new business in small communities in British Columbia and live in the region. These communities play an important role in identifying the priorities of the businesses they require locally and seeking out those entrepreneurs who have the expertise to manage these businesses and grow the provincial community economy.

Manitoba Provincial Nominee Program

On March 6, Manitoba PNP (MPNP) held draws in two streams, these were:

  • The Skilled Worker category in Manitoba, where 98 candidates were invited and the lowest score in this draw was 861.
  • The Overseas Skilled Worker modality, in which 13 candidates were invited and the lowest score in this group was 724. 

For this lottery, profiles were invited that stated that the candidates had been invited directly by the MP-PNP as part of a strategic recruitment initiative.

On February 6, the province conducted two nomination draws through the International Education and Overseas Skilled Worker streams. For International Education, it issued 59 invitations to eligible candidates for their supported full-time work experience. As for the minimum score required, this has not been published.

On the other hand, the Overseas Skilled Worker stream considered issuing 17 invitations to candidates under the so-called: strategic recruitment initiative. The minimum score required was 612. These two draws in Manitoba totaled 18 invitations to candidates with a valid Express Entry profile. 

International Education Stream

This stream is designed to offer international students graduating from designated Manitoba post-secondary institutions a fast track to provincial nomination.

The program for international students can be provided through three routes:

  1. The Professional Employment Route.
  2. The Graduate Internship Program.
  3. The International Student Entrepreneurship Pilot Program (ISEP) .

It is important to know that international students who graduated in another province in Canada are not eligible under this Manitoba-specific program, but may be eligible under the Manitoba Skilled Worker program. Current Skilled Overseas Workers

This stream is designed for immigration of candidates who achieve a minimum of 60 points in the following categories:

  • Age.
  • Professional experience.
  • Level of proficiency in French/language.
  • Education and training.
  • Adaptability.
