As part of Canada's cabinet reshuffle, Prime Minister Justin Trudeau announces the new Minister of Immigration, Refugees and Citizenship (IRCC), Marc Miller, who was sworn in today, July 26, 2023, to take office. In addition, the new cabinet includes seven new ministers and a number of changes with a view to renewing its political portfolio before the next federal election.


What is the reason for this change?

This change, typical of governments in general, was already expected in all the country's ministries given the government's focus on economic issues and, in particular, housing. 

In general, Canadian prime ministers tend to change cabinet every two years or so in order to replace underperforming ministers, promote those who the Prime Minister feels have done a good job, and give the government an opportunity to update its public policies and communications. In this regard, the former IRCC Minister, Sean Fraser, will now take over the Ministry of Housing, Infrastructure and Communities.


Getting to know Marc Miller

Marc Miller was born and raised in Montreal. He holds two degrees from the Université de Montréal in Political Science and a law degree from McGill University. He is a fierce advocate for the rights of Indigenous peoples and prior to this appointment as IRCC Minister served as Minister of Indigenous Services. As a Member of Parliament, Miller made history in 2017 when he delivered a speech exclusively in Mohawk, marking the first time since Confederation that the language has been spoken in either the House of Commons or the Senate, a testament to his sensitivity to human beings and his fellow countrymen in general.

In addition, he has been involved in a number of charitable and probono legal initiatives and has written articles on constitutional and human rights law. Miller was first elected to the Parliament of Canada in 2015. Prior to entering politics he served in the Canadian Armed Forces. Today, he continues to work diligently to represent the families, employees and businesses of Ville-Marie-Le Sud-Ouest-Île-des-Surs in Ottawa. 


What will be the potential impact on immigration?

Considering that Prime Minister Justin Trudeu is in favor of implementing increasingly assertive and favorable immigration measures to promote the arrival of new labor and students to the country, we believe that the changes in this new cabinet will have a very positive impact for all those who wish to fulfill their Canadian dream.

Looking back at the government's performance in the immigration field, Canada was receiving some 250,000 new permanent residents each year before Trudeau took office. This figure increased to 300,000 per year once he took the reins as Prime Minister and thereafter the number has been growing and now the country is aiming for 500,000 annual permanent residency admissions by 2025. All this under the Immigration Levels Plan 2023-2025 whose objectives are to strengthen the economy, reunite families and help refugees.
