What is the reason for the unexpected change in the work permit?

The IRCC states that this change was initially scheduled to expire on February 28, 2025, however, it has brought it forward as part of the Canadian government's own overall efforts to balance the number of temporary residents in Canada while maintaining its interest in preserving the integrity of the country's immigration system, preventing fraud and labor exploitation.

Why does this change affect international students?

This advance change has precedents dating back to previous years with the issue of Letter of Acceptance (LOA) scams, with IRCC even coining the phrase "bad actors" for those who have taken advantage of this temporary measure since 2020 by successfully deceiving international students with unverified LOAs from Designated Learning Institutions (DLIs) and allowing them to work in Canada without valid authorization.

What is happening lately with temporary workers in Canada?

In the final days of August 2024, policies to reduce Canada's temporary foreign worker levels have been accentuated. 

What is happening is a side effect of the immigration programs that the government itself has implemented and that have attracted a significant number of foreign workers and now there is not enough source of employment for the same permanent residents, graduate students seeking permanence or natives of the country, then Canada assumes the duty to respect the position of young or skilled people who do not get jobs because they are all "taken" by international workers!

To counteract this imbalance, the government recently implemented a measure that affects temporary workers in metropolitan cities whose unemployment rate is above 6%, such as, for example, Montreal. This is an issue that greatly impacts visitors who work in the country for low pay and end up being exploited by the employer. The government is seeking to ensure that the salary they will earn will be sufficient to live in that city, and Minister Miller claims that these new restrictions will help "eliminate the misuse and fraud of the Temporary Worker Program (TFWP)".

Importantly, the Department says that applications submitted under the policy before August 28 will continue to be processed.
