Carney emphasizes that Canada has taken in more foreign workers, students and new residents than it can absorb in terms of housing, health care and social services.

Under the current plan, net permits under the Temporary Foreign Worker Program (TFWP) will remain at 82,000 annually through 2027, while those under the International Mobility Program (IMP) will decline significantly in 2026.

Dependence on international students

While Carney does not explicitly propose limiting international students, he does criticize the universities' reliance on tuition due to a lack of provincial funding. This has led to budget shortfalls and cuts at institutions such as Seneca College and Sheridan College. Carney advocates for more funding to reduce this dependence.

Boosting the construction sector

Carney's plan to address the housing crisis includes increasing the construction workforce. This will be accomplished through investments in skilled trades and the expansion of training and apprenticeship programs.
