On March 3, Immigration, Refugees and Citizenship Canada (IRCC) issued 725 ITAs to candidates in a Provincial Nominee Program (PNP) draw for the Express Entry pool. Candidates were required to have a minimum Comprehensive Ranking System (CRS) score of 667 and to have created an Express Entry profile by 6:25 p. m. Coordinated Universal Time (UTC) on June 5, 2024.

A month earlier, on February 4, 2025, it had launched its second Provincial Nominee Program (PNP) draw for Express Entry, thereby extending invitations (ITAs) to permanent residency by the Express Entry pool. 455 ITAs were issued to candidates with a minimum Comprehensive Ranking System (CRS) score of 802 and who had submitted their Express Entry profile by 7:39 p. m. Coordinated Universal Time (UTC) on December 7, 2024.

The first PNP-Express Entry lottery of the year was on January 7 and 471 invitations (ITAs) were issued to permanent residency candidates who obtained a minimum Comprehensive Ranking System (CRS) score of 793

In this blog, I will give you relevant information about the provincial nomination process by Express Entry and the keys to success in obtaining permanent residency in 2025. Let's get started.

What is an Express Entry provincial nomination draw?

Express Entry lotteries are part of a process by which the Canadian government selects candidates who meet specific Canadian requirements to invite them to apply for permanent residence. 

When the draw is made by the Provincial Nominee Program within the Express Entry system, it means that the applicant applied to the Express Entry process by selecting the provinces and/or territories of his/her preference to settle in and received a "notice of interest" from the provincial government; when the new rounds for Express Entry are held, this candidate receives the invitation to obtain permanent residence according to the economic and particular needs of the province.

What are Canada's priority draws this 2025?

This 2025, Canada continues its immigration pipeline framed by the Immigration Levels Plan 2025-2027 and is targeting eligible candidates for participation in its category-based draws, for the Provincial Nominee Program and for the Canadian Experience Class, in order to receive an invitation to permanent residency and meet the region's economic and population objectives.

What does the Immigration Level Plan provide for permanent residency? 

Immigration, Refugees and Citizenship Canada (IRCC) has set permanent resident admission targets in its annual plan for 2025, as well as a forecast of reduced admissions for 2026 and 2027. In addition, the plan focuses on economic immigration, with approximately 62% of total permanent resident admissions to be dedicated primarily to the most critical sectors in the country, such as health and trades, by 2027.

IRCC, on the other hand, has taken a first step in expanding this tiered plan to include settlement targets aimed at temporary residents. Recall that the Canadian government allocates new admissions to those candidates who are already in Canada and to those who have the professional and language proficiency skills aligned with the country's economic and demographic objectives and channels these entries through the federal immigration system.

Keys to success in the Express Entry system

The Express Entry system is a fast track or direct entry into Canada with the opportunity to receive permanent residency. The selection made by the system works through points. This immigration pathway is divided into three programs, which are: the Skilled Worker Program (FSW), the Skilled Trades Program (FST) and the Canadian Experience Class (CEC).

To successfully apply for Express Entry, the applicant must have a high immigration profile, that means that he/she meets specific criteria of the country, here I share key requirements for the Express Entry system:

  • Language proficiency (English and French). Language proficiency is very important to successfully apply for Express Entry. The required levels of English are high, it is not possible to travel to Canada if you do not speak intermediate to advanced English. In addition, the level of French is also taken into account for a successful application. It is important that the applicant knows his or her language level before starting the immigration process to Canada.

  • Work experience is very important in Canada. A person interested in applying for Express Entry may be more successful if they have managed to accumulate at least one year of experience in their job or profession, even the government gives priority to qualified workers for the Canadian Experience Class and the Express Entry draws of the last few months show that the CEC is being prioritized.

  • Obtaining a nomination from a province or territory through the Provincial Nominee Program (PNP) is a plus to qualify for permanent residency, as it grants an additional 600 points in the CRS system, which ensures a high success rate in receiving an Invitation to Apply.
