Ontario lotteries invite foreign nationals to fill in-demand job openings

Ontario is one of the most coveted provinces for professionals looking to immigrate to Canada. It is considered the financial center of the country and has a thriving economy, however, there is a need to fill specific jobs, so the provincial government has implemented strategic lotteries, through the Ontario Immigrant Nominee Program (OINP), to attract qualified professionals to fill them.
On September 2 and 3, 2025, Ontario launched the first sweepstakes of the month focused on candidates residing in Canada with job openings. Which jobs were considered and in which sectors? Read with me to the end and find out if your profile fits any of them. Let's get started!
Drawings for health care, education and early childhood assistants
The first draw issued 2643 invitations to candidates already residing in Canada who had registered their interest in the OINP system.
The priority occupations in medical care were:
- Physicians and specialists (NOC 31100, 31101, 31102)
- Nurses and Practitioners (NOC 31300, 31301, 31302)
- Licensed nurses and licensed practical nurses (NOC 32101, 33102)
For the education sector:
- Specifically sought were Early Childhood Educators and Assistants (NOC 42202) and candidates for the In-Demand Skills stream with offers of employment as home support workers (NOC 44101).
Minimum score to qualify
To qualify, candidates in the Foreign Worker stream needed a score of 41 or higher, while those in the International Student stream required a minimum of 58. In addition, candidates under the Skills in Demand stream were invited with a score of 33 or higher.
Drawing for candidates with job offers in 77 occupations
The second draw was on September 3 and focused on candidates residing in Canada with job offers in 77 occupations.
The Ontario government issued 1893 specific invitations to apply to potential candidates in the pool of candidates in the Expression of Interest system who potentially qualify for the category Employer Job Offer: Foreign Worker or International Student working in other priority occupations and currently residing in Canada.
Some of the 77 occupations are:
- NOC 10011 - Human resources managers. This occupation belongs to the business, finance and administration group.
- NOC 20010 - Engineering Managers. This role is in the natural and applied sciences group.
- NOC 30010 - Health Care Managers. Located in the health care sector, this occupation focuses on planning, organizing, directing and evaluating the delivery of medical services, ensuring that quality standards and industry regulations are met.
How to apply to the current Job offer for employers?
The job offer is the basis of your application and must be aligned with an occupation within the National Occupational Classification System (NOC) of Training, Education, Experience and Responsibilities (TEER) 0, 1, 2 0 3.
- To start the process, your employer must register your company in the Employer Portal and provide information about your job position, which will be done through the creation of a job offer. This change began to take effect on July 2, 2025.
- You will then need to register in the OINP's expression of interest system.
- If you receive an invitation, you may apply for provincial nomination in line to qualify for permanent residency.
- Once nominated by the OINP, he would submit his application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC) for a final decision.
The Employer Portal is a recent example of how the system is being modernized. Check the official OINP website regularly for updates.
