The Canadian government has implemented this tool known as Chinook, since March 2018, which is responsible for processing applications for study permit, temporary resident visa and work permit.

Chinook is an internal IRCC tool used by immigration officers to speed up the processing of immigration applications. A group of Canadian immigration officers created this electronic tool to process applications in bulk and faster, outside of the official Global Case Management System (GCS).

The inner workings of Chinook, an Excel-based tool developed in-house by IRCC, which allows for the collection of bulk immigration files "bulk processing," allows immigration agents to "flag" what they consider to be high or low risk immigration applications and helps them automate and draft rejection letters to immigrants and visitors.

The Excel spreadsheets generated by a visa officer when using Chinook allows them to review up to 1,000 applications at a time and while visa officers have the opportunity to take notes as they review the files, their working notes are not transferred back to the GCMS system once the decision is finalized and the Excel sheets are deleted at the end of each session.

The concern of the petitioners and their counsel is that the Center develop tools that will enable decision-makers to make "reasonable decisions" that meet the legal test established by the Supreme Court.

• At a minimum, the tools should have the following characteristics:

• Monitoring and checks integrated in the system to avoid errors.

• Provide decision makers with the time and resources (training) to actually review applications in their entirety and make decisions based on the evidence before them.

Clear and accessible guidance on decision-making parameters so that applicants are aware of the test to be met when submitting their applications.

To avoid rejections in your visa application, here are some recommendations:

• Check the information on the forms. Make sure they are accurate. Everything has to match the evidence.
• Country of origin (visa exempt or TRV required)
• Country financial requirements of GDP of 15,000 per capital or less.
• Check the requirements for the applicant's specific visa office.
• Prepare a good summary in the Motivation letter or curriculum to present a resume of the case for the pre-evaluation stage of the process.
