In October 2025, the draws for provincial nomination in Canada have been multiple, massive and targeted; especially for the Health and Education sectors, as well as job openings and occupations in high demand

Today we will share a summary of the Provincial Nomination Drawings (PNP) for permanent residence applications in Canada for the month of October. Provinces with drawings in October 2025

Here are the highlights of the provincial nomination rounds.

Ontario (OINP) prioritizes Health and Education sectors

On October 9, Ontario stood out among the other provinces for launching a mega draw in which it invited a total of 1680 candidates through the Employer Job Posting streams. The focus was the Health sector for nurses, aides, caregivers, and Early Childhood Education. Between the two, a total of 1590 ITAs were issued.

In addition, 90 invitations were issued to candidates with job offers in rural communities participating in the Regional Economic Development Pilot (REDI).

Ontario focuses its attention on those specific occupations that are in demand in the region. This is why the invitations were issued with very low EOI scores (as low as 31 points in in-demand occupations), reflecting the urgency that exists in these areas, as well as sending a clear message to those interested, who must secure a valid job offer in these sectors in order to be eligible.

 

Newfoundland and Labrador (NLPNP) focused on job offerings

The most recent draw was launched on October 9, and issued 125 ITAs, split between the NLPNP (73) and the Atlantic Immigration Program (AIP) (52).

To be invited under any of the programs, candidates must have a valid job or a job offer from an employer in the province. Newfoundland and Labrador also prioritizes its labour needs, and selects candidates through Expressions of Interest (EOI), a system it adopted in February of this year and has served to effectively connect employers and workers, something that favors the filling of in-demand positions.

To date there have been eleven draws since the beginning of the year and 2946 ITAs have been sent to candidates at . Note that Newfoundland and Labrador's total nominations for 2025 are 2525 slots (including a recent increase of 1000 slots). The province intentionally issues more ITAs (2946) than the available nominations (2,525) because the need for labour is high and this is their strategy to ensure that in-demand positions are filled.

New Brunswick (NB PNP) focuses on local experience

With 522 invitations and a focus on in-province work experience, NB has launched three rounds running from October 6 to 9.

The prioritized streams are:

  • New Brunswick Express Entry: with 221 ITAs for candidates with employment already secured in the province at TEER 0, 1, 2 or 3, with at least 12 months of experience and residing in NB.
  • NB Skilled Workers: with 301 ITAs, aimed at graduates and experienced workers in the Health Care and Education sectors.

Interested individuals in New Brunswick have good opportunities this year, as the province has many more allocated slots, totaling 3000 in 2025, and still has capacity to continue inviting.

Manitoba (MPNP) prioritizes the Health sector and increases quotas

Manitoba has succeeded in getting the federal government to increase its permanent residency nomination allocations for thousands of applicants. Previously it had 4750 slots, now it has 1489 more, which expands its immigration capacity to receive qualified foreigners, reaching a total of 6239 slots. This promises very favorable conditions for residency in 2025.

The lottery occurred on October 9 and targeted Skilled Health Care Workers and focused on professionals who demonstrated current employment in areas of health care, home support and related occupations.

A total of 862 Letters of Advice to Apply (LAA) were issued to professionals working in areas such as nursing, home support assistance and specialized healthcare management roles.

Of those invited, 203 had active Express Entry profiles. These will receive an additional 600 CRS points, which guarantees an Invitation to Apply (ITA) for the permanent residency application.

Prince Edward Island Sweepstakes (PEI PNP)

PEI launched selective rounds this month and emphasized workers.

In its most recent round, on October 17, it issued 160 invitations through its Labor Impact and Express Entry streams.

candidates residing and working on the island(PEI) were selected in priority occupations. Special emphasis was placed on international graduate students from local institutions (UPEI, Holland College, etc.).

The focus of high-demand sectors for this year includes healthcare, retail and manufacturing.

Year-to-date as of October 26, 2025, the total number of ITAs issued by the PEI PNP reached 1081.

It is important to note that workers in the sales and services sector are not being considered for the provincial nomination due to lack of space.

Alberta (AAIP) focuses on the Technology and Healthcare sectors.

So far this month, the Alberta Advantage Immigration Program (AAIP) has conducted five draws, issuing 202 ITAs for provincial nomination.

Alberta's priorities target candidates that fit the Accelerated Technology Pathway, with 89 ITAs submitted in the October 21 round), and the Dedicated Healthcare Pathway, with a total of 87 ITAs issued between the October 8 and 10 rounds). Invitations were also issued to the Aviation and Agriculture sectors.

In terms of cut-off scores, the one that stands out as the lowest is Medical Care with 458 points.

Alberta still has quotas, so by the close of 2025 it will have launched another round. There are still 1714 slots left for the provincial nomination.
