What is interesting about this news is that the draw only considered Express Entry candidates who had a Provincial Nominee Program (PNP) nomination. Why?

What does provincially nominated candidate mean?

In the Express Entry System, the provincially nominated candidate is the applicant who applied to the Express Entry process to Canada by selecting the provinces and/or territories of his/her preference to settle and received a "notice of interest" from the provincial government; when the new rounds for Express Entry are held, this candidate receives the invitation to obtain permanent residence in accordance with the economic and particular needs of the province.

Provincial Nominee Program (PNP) 

The Provincial Nominee Program (PNP) is a government initiative that allows Canadian provinces and territories to select specific candidates for immigration. Each province or territory has its own "streams" or programs within the PNP, which target particular groups, such as students, skilled workers or entrepreneurs. NPPs seek to attract immigrants who can contribute to the local economy and meet the specific needs of each region.

Express Entry and provincial nominations

Express Entry or Express Entry is a point system created in 2015 to provide skilled immigrants the opportunity to obtain permanent status by immigrating to Canada. 

Provincial nominations can be a significant advantage in this process. Candidates who receive a provincial nomination earn an additional 600 points on their Express Entry score. This significantly increases their chances of receiving an Invitation to Apply (ITA). The first draw in October 2024 focused exclusively on these candidates, which explains why only those with an NPP nomination were considered.

Important: after the IRCC reviews your profile and your points is when it sends you the invitation to apply for permanent residence, then the candidate must send the information that supports what he/she added to his/her profile. Express Entry without provincial nomination

Candidates without a provincial nomination may also receive an ITA, but must compete with other candidates in the general Express Entry pool. In these cases, the minimum required score (cut-off) may be higher, as they do not benefit from the additional 600 points of the provincial nomination.
