Quebec reached the limit for sponsorship applications until June 2026

On July 9, 2025, Quebec's Ministère de l'Immigration, de la Franciscation et de la Intégration (MIFI) reached the limit of new applications for sponsorship commitments for certain family members wishing to immigrate to this Canadian province. This means that they will no longer be able to obtain Quebec Certificates of Selection (CSQ) to sponsor them, which has a negative impact on their chances of obtaining permanent residency in Canada.

Family members affected by the limit
The limit of applications reached affects:
- Spouses
- Common-law spouses
- Married couple
- Dependent children 18 years of age or older
The impact of this limit reached is that the Ministry will not accept any more new applications to sponsor these family members until June 25, 2026, so they will have to wait for a new round of applications to be opened after this date.
What applications are currently being accepted?
As of the date of publication of this article, the Ministry continues to accept applications for the family reunification category, which includes:
- Children under 18 years of age (or children older than 18 years of age but dependent on their parents because of a disability)
- Other relatives (parents, grandparents, according to applicable criteria and possible exceptions)
These applications are still being accepted because the established limit has not yet been reached.
Context on application limits 2024-2026
As of June 2024, the MIFI applies a maximum quota system of 10,400 sponsorship applications for couples and/or children of legal age.
In addition, it manages a maximum quota of 2,600 sponsorship applications for other family members, such as parents, grandparents, grandchildren, siblings.
The total number of applications for family sponsorship is13,000.
What happens if an application is submitted after the limit has been reached?
If applications from affected family members are submitted after July 9, 2025 (the deadline date), they will be returned unprocessed and without the corresponding examination fees.
This limit has direct implications only in Quebec and does not include the rest of Canada.
Eligibility criteria for family sponsorship in Quebec
Individuals wishing to sponsor a spouse or partner in Quebec must ensure that they meet all federal (established by Immigration, Refugees and Citizenship Canada - IRCC) and provincial (established by the Quebec MIFI) eligibility criteria, these include:
- Minimum age of 18 years for the sponsor.
- Status in Canada, being a Canadian citizen or permanent resident of Canada.
- Financial capabilities necessary to support the sponsored person.
- Sign an Engagement Agreement with MIFI Québec, assuming financial responsibility for the sponsored person (and dependents, if any) for a specified period (generally 3 years for spouses/partners).
- Must not rely on Canadian or provincial government social assistance (except if assistance is received on the basis of disability).
- For spouse/partner sponsorship, there is generally no specific minimum income requirement for the sponsor by Quebec, unless the sponsored person has dependent children of his or her own. In these cases, Quebec does establish minimum income thresholds that the sponsor must meet.
