The current Minister of Immigration, Sean Fraser, recently announced that the requirement to hold an employee-employer employment relationship will be modified for those physicians who are within Canada, working under a fee-for-service scheme; this model falls under the denomination of Self-employed, and therefore the experience obtained in Canada was not eligible for certain provincial programs and neither for the Express Entry system.

This is excellent news for foreign physicians already working in the country, since the Federal Government has recognized that through the support of such professionals, the Health System will be considerably strengthened. Likewise, the Government recognizes that its objective is to allow these professionals to transition to Permanent Residence so that they can continue to contribute to the vital role of caring for and promoting good health in the population.


The Express Entry System works under a scoring scheme, which awards points for Age, Language proficiency, Education and Work experience inside and outside Canada, among others. Given the fact that work experience in Canada as a self-employed person considerably limits permanent residency options, the government is looking for alternatives for doctors who are currently filling vacancies that are crucial to the country's economy.

The minister's message is clear, to send a signal that Canada wants doctors to come to the country and to know that they have a pathway to permanent residency. Read the official IRCC release.
