The month of April was a very active one with respect to provincial nomination draws for permanent residency in Canada. This was seen in several provinces and territories across the country, with numerous Invitations to Apply (ITAs) and changes impacting the program process in some of them.

Today we are sharing a chronological summary of April's invitations by the Provincial Nominee Program (PNP). Read with me to the end to stay updated on the trend of the provincial draws for permanent resident in Canada. Let's get started!

Chronology of PNP draws - Canada

April 28: Express Entry - PNP

The Express Entry system closed April with 421 invitations issued and the minimum CRS score required was 727. Invitations to apply for the Provincial Nominee Program can be issued through this round of invitations.

April 17: fourth Prince Edward Island provincial draw

Prince Edward Island (PEI) held its fourth lottery of the year with the issuance of 168 invitations in the Work Impact/Quick Entry categories. The focus was on those candidates established for at least one year on the Island and working in priority occupations and sectors, as well as international students graduating from selected universities and colleges.

April 14 and 15, 2025: Changes and draws in British Columbia

British Columbia announced major modifications to its Provincial Nominee Program (BC-PNP). The province prioritized 1100 new applications for health care workers and high economic impact employers. These decisions included pauses in the general draws and adjustments to the eligibility criteria, increasing competition among applicants.

On April 15, the BC-PNP conducted a lottery under the Entrepreneur Immigration category, specifically in its Base Stream. Five candidates received Invitations to Apply (ITA), with 115 being the lowest score among those invited.

Start of April: Sweepstakes in Alberta

During the first two weeks of April (April 1, 4 and 8), Alberta held three provincial draws, in which a total of 81 candidates were invited to apply. Health professionals were prioritized across three distinct streams. 

April 6 to 12, 2025: Multiple draws in New Brunswick

New Brunswick (NBPNP) held several draws this week. Between April 7 and 8, invitations were issued to 432 candidates in the Skilled Worker - New Brunswick Experience and New Brunswick Graduates streams. On April 9, an additional 45 invitations were issued under the NB Express Entry - New Brunswick Employment stream.

April 8, 2025: Draw in Newfoundland and Labrador

Newfoundland and Labrador issued 256 invitations through its Provincial Nominee Program (NL-PNP) and the Atlantic Immigration Program (AIP). The draws focused on foreign nationals with full-time job offers in rural and remote areas.

April 3, 2025: Draw in Manitoba

Manitoba conducted a draw under the Manitoba Overseas Skilled Worker Stream (M-PNP). Four Letters of Advice to Apply (LAA) were issued in this draw, with a minimum score of 721 points among the invited candidates.

Important facts about New Brunswick 

New Brunswick's Atlantic Immigration Program (AIP) reached its limit of 1250 applications in 2025 and stopped accepting new applications for the remainder of the year.

Trend of the Provincial Nominating Program in 2025

The Provincial Nomination Program (PNP) continues to be a key tool to attract international talent and meet the specific needs of each province, however, it should be noted that the latest changes, mentioned above, such as the reduction of quotas and the prioritization of specific sectors, point to a clearly strategic and competitive trend in each provincial draw, which makes candidates increasingly enhance their skills and experience to be in sync with provincial priorities.
