On May 12, 2025, Immigration, Refugees and Citizenship Canada (IRCC) issued new ITAs to apply for permanent residence through the Provincial Nominee Program (PNP).

How many invitations (ITA) were issued by IRCC and what were the requirements to be met by the candidates?

In the third draw of May, number 346, IRCC issued 511 ITAs to candidates who met the following requirements:

  • A minimum Comprehensive Rating System (CRS) score of 706.
  • The Express Entry profile was created before 10:35 p. m. Coordinated Universal Time (UTC) on March 4, 2025.

Migration trend of the fast-track entry system so far in 2025

From January to May, Canada has, as of the date of publication of this article, conducted 16 Express Entry draws, with a notable majority in provincial nominations.

The first draw of the year was on January 7 and was made by the Provincial Nomination Program (PNP), then February, March and April continued with more rounds by nomination, two draws each month, and May with one. This reflects a very focused approach to the needs of the provinces, which require professional and qualified human potential to help their economy grow. 

On the other hand, the French Language Proficiency and Canadian Experience Class (CEC) categories have also been considered based on the country's need to meet language demographic targets, generally in rural communities, as well as the labour market, with candidates already in Canada. Only these rounds have fewer draws so far, with 3 for the French Proficiency and CEC categories, and 1 each for the Education and Health categories.

The overall picture of provincial nominations in Canada

While the PNP has seen a reduction in planned allocations for 2025, going from 110,000 in 2024 to just 55,000 this year, so far, provincial invitation rounds have maintained a steady presence in Express Entry selections, as we can see in the official table at this link.
