What are the RCIP and FCIP immigration programs?

The RCIP (Rural Community Immigration Pilot Program) and FCIP (Francophone Community Immigration Pilot Program) are migration pathways designed to attract foreign talent to rural and Francophone regions of Canada facing demographic challenges and labour shortages.

Main objectives:

  • Attract qualified foreign workers.
  • Strengthen local economies.
  • Reverse population decline.
  • Support French-speaking communities outside Quebec.

Sudbury is the only city participating in both programs, including nearby communities such as Killarney, St. Charles and Noelville.

What is a designated employer?

A designated employer is a company approved by the community to offer genuine jobs to immigrants. Having a job offer from one of these employers is a mandatory requirement to apply under the RCIP or FCIP.

Who can apply to RCIP and FCIP?

Those who meet the following general requirements may apply for both programs:

  • Have a job offer from a designated employer in a priority occupation.
  • The position is full-time and non-seasonal.
  • Have related work experience or educational exemption.
  • They are proficient in the language (English or French for RCIP; French NCLC 5+ for FCIP).
  • Their education is equivalent to that of Canadians.
  • They have sufficient settlement funds.

Exemption for international graduates

Students graduating from Laurentian University or Cambrian College may be exempt from the experience requirement if:

  • Completed a program of at least 2 years.
  • They resided in Sudbury during their studies.

 What steps do you take after receiving the offer?

Applicants who received an offer must:

  • Request a community referral through the City of Sudbury.
  • Obtain the reference certificate.
  • File your application for permanent residency with the IRCC.
  • Apply for a LMIA exempt work permit.
    For RCIP: 2 years duration.

For the FCIP: 2 years of duration.
