On January 23, 2025, the Government of Canada invited 4,000 new applicants for permanent residence through the Express Entry: Canadian Experience Class (CEC) stream in its third draw of the year. The previous two occurred on January 7 for the Provincial Nominee Program and January 8 for the Canadian Experience Class. The minimum required Comprehensive Ranking System (CRS) score was 527 and ITAs were issued to candidates who submitted their immigration profile by July 23, 2024.

If you are thinking of changing your immigration status in Canada, I invite you to read this article to familiarize yourself with the process of applying for permanent residency through Express Entry via the CEC stream, which is part of Canada's Approach 2025 and can help you in your immigration transition. Let's get started!

About Express Entry and Canadian Experience Class

Express Entry is a point system created in Canada in 2015 to provide skilled immigrants with the opportunity to obtain permanent status in the country. This immigration pathway is divided into three valuable programs, which are: The Skilled Worker Program (FSW), the Skilled Trades Program (FST) and the Canadian Experience Class (CEC).

The latter program, better known as CEC, was launched to provide a specific pathway for temporary foreign workers and qualified international graduates who have acquired at least one year of work experience within Canada and who wish to obtain permanent residency in the country. It should be noted that the key to this plan is that the worker must be qualified. In order to do so, it is necessary for the interested party to know his/her eligibility based on the points table used by the Express Entry system, which evaluates if the score is high enough for a selection to apply for permanent residency.

Benefits and advantages of the Canadian Experience Class (CEC)

The Canadian Experience Class offers numerous benefits and advantages compared to other immigration streams. Here are some of the highlights in terms of the process, the requirements and the Canadian government's assessment of those who are eligible.

  • The CEC process is faster compared to other immigration paths. This allows applicants to obtain permanent residency in a shorter period of time.

  • Language requirements (English and/or French) are more flexible. The Canadian government and employers and businesses prioritize language skills for jobs, hence the CEC makes this requirement more accessible to skilled workers who are not sufficiently proficient in the language or who have scored low to medium on the IELTS or other international tests. This undoubtedly reduces test anxiety and allows applicants to focus on demonstrating their practical skills.

  • There is a strong recognition of work experience gained within the country, which is beneficial for temporary workers who are already established in Canada to be able to successfully apply to transition to permanency. This allows them to leverage their contacts and support networks to simplify the cumbersome immigration process and adapt quickly to life as a permanent resident.

  • The educational requirement does not need to be met, although if they want to support it with supporting documents, it is valid and can help increase the score in the Comprehensive Ranking System (CRS), which would improve the chances of receiving an ITA in the Express Entry lotteries.

This 2025, Immigration, Refugees and Citizenship (IRCC) is more aligned than ever with the needs of the Canadian labour market, and in its Immigration Tier Plan 2025-2027, has secured a category of attention called Focus on Canada, as a way to serve first those skilled workers who are already residing in the country and are bringing knowledge and skills necessary for the economic growth of the nation. This is a way to reward and motivate these foreigners to continue preparing themselves in highly qualified areas for real progress in all possible areas of the Canadian business industry.

‍Recommendationsfor applying for permanent residence in Canada‍.

In a country with changing immigration policies, as Canada has been since last year, it is important that foreigners seeking to transition to permanent residency can set specific goals to achieve this. One that we highly recommend this 2025 is to acquire one year of skilled work experience in Canada and avoid looking for entry level occupations, that is, jobs that do not require higher academic studies such as engineering, sciences, medicine, computer science, etc., but can be learned with quick training, these positions are waiter, call center, janitor, chauffeur, among others.

For those who are already professionals in Canada, focusing on occupations within TEER 0, 1, 2 and 3 will facilitate a successful immigration pathway as long as they can accumulate one year of demonstrable skilled work experience. If they are already working in a skilled position, then the goal can be to focus on language learning and improvement, which means they could start an English or French course with the accelerated method, in order to obtain a higher CRS score in the Express Entry.

And if you are not in Canada but have the possibility to apply for a temporary work visa, then you can make it your goal this year to apply for the Working Holiday through the International Canadian Experience Program (IEC). You will be able to work and live in Canada for a certain period of time and after acquiring the minimum qualifying year of work experience you will be able to participate in the Express Entry draws for the Canadian Experience Class.

All of these recommendations are useful and work well if you create your 2025 immigration plan, but to do so you must organize and maintain your detailed work experience records, including work contracts, pay stubs and employer references, language levels and higher education with good scores, and manage informed knowledge about benefits and advantages of the CEC and other immigration streams.
