Permanent Residence in Quebec
Under an agreement with the federal government, the province of Quebec selects its own immigrants. Once you have been selected by Quebec and obtained a CSQ, you must submit a separate application to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. An IRCC officer will then evaluate your application based on Canadian immigration rules. You will have to pass medical, security and criminality checks.

Restrictions for this type of visa
- You must intend to live in the province of Quebec on a permanent basis.
- You must be fluent in French, at a minimum intermediate-advanced level.
- Requires additional documents and examinations with respect to the other provinces.
- It is independent of Express Entry programs.
Requirements for this type of visa
- Intention to live in Quebec and to present sufficient documents demonstrating learning about democratic values and Quebec values.
- Obtain a CSQ.
- Test of proficiency in French.
- Proof of funds.
